The Enterprise Acquisition Gateway for Leading-Edge Solutions (EAGLE) is a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract vehicle, specifically designed as the preferred source of information technology (IT) services for the majority of the Department of Homeland Security’s (DHS’) enterprise initiatives. Mason Harriman Group was awarded Prime Contractor status along with a select list of organizations for Functional Category 3 – Independent Test, Validation, Verification, and Evaluation for the EAGLE Contract.

The scope of Functional Category 3 (FC3) is independent test, validation, verification, and evaluation (IV&V) solutions to ensure that all IT products and services meet DHS standards, and are performing to defined design, cost, schedule and performance specifications/capabilities.   Best practices, technologies, tools, and support are utilized to provide EAGLE II FC3 IT services including quality and operational assessments, integration testing, system test and evaluation, security certification and accreditation, and independent verification and validation (IV&V) through the monitoring and evaluation of projects via activities such as, but not limited to, assessments, process and procedure audits, project and performance management, and systems analysis and design.

Quality Assurance Program
 
It is the policy of MHG to implement a Quality Management Program (QMP) on all of our contracts to ensure technical products and services meet the agreed upon requirements and expectations of our customers. We are fully committed to delivering high-quality services and products on schedule and within budget. The MHG Quality Management Program will be implemented through the Quality Assurance Plan (QAP). The MHG QAP is based on the following key concepts: 
  • Quality Management is an active, rather than passive, endeavor. Implementation of, and compliance with, quality processes are the shared responsibility of all MHG and TEAM MHG personnel.
  • A Quality Manager, organizationally independent of the client management structure, ensures objectivity in assessing and reporting all quality related aspects of the contract.
  • The QMP fully supports the quality/process improvement goals of the client and MHG.
  • Quality is designed into products using defined processes, and reviewed/updated regularly.
  • The QAP will be consistent with client’s SDLC, standards, procedures, and processes. 
Project Managers, working with the Quality Manager and using the contract QAP as the baseline, will develop a TO-level QAP clearly documenting quality metrics and the process through which quality control will be delivered to the project.

874 1    Integrated Consulting Services: We provide expert advice and assistance in support of an agency's mission-oriented business functions.  We provide management or strategy consulting, including research, evaluations, studies, analyses, scenarios/simulations, reports, business policy and regulation development assistance and strategy formulation. We offer facilitation and related decision support services. Also covered under this CLIN are survey services, using a variety of methodologies, including survey planning, design, and development; survey administration; data validation and analysis; reporting, and stakeholder briefings. We can provide advisory and assistance services in accordance with FAR 37.203.
874 6    Acquisition Management Support Acquisition Management Support: Mason Harriman Group provides professional support services to agencies in conducting federal acquisition management activities. We offer acquisition planning assistance, including market research and recommending procurement strategy: acquisition document development, including cost/price estimates, quality assurance surveillance plans, statements of work, synopses, solicitations, price negotiation memoranda, etc. We can assist in proposal evaluations. 
874 7 Integrated Business Program Support Services:  Under this SIN, we provide services to assist agencies in managing their mission-oriented business projects or programs and achieving mission performance goals. Services covered by this SIN include: 1) all phases of program or project management, from planning to closeout. 2) Operational/administrative business support services in order to carry out program objectives.
